Here we have yet another local city trying to rid their neighborhoods of junk cars and scrap vehicles. Why do people keep junk vehicles sitting around in their driveways and yards? Do these people have an emotional connection to a non-running, rusting and leaking older vehicle? Many of those who turn their driveways and yards into “virtual junkyards” likely planned on repairing or restoring the junk car and never got the job done. Maybe these folks are simply “hoarders” that have difficulty throwing away any of their possessions. Regardless of the reason, your neighbors do not likely appreciate having to look at you mess!

On October 17, 2014 the Hopewell News Patriot’s Blake Belden posted a story titled ‘Colonial Heights weighs changes on inoperable cars’ which says the city is considering the requirement that these non-running vehicles be kept out of the public’s view. Excerpts from the article include “Colonial Heights City Council has decided to reassess the policies regarding inoperable vehicles and travel trailers to determine whether or not there is any need to make changes.” (A neighboring city) “Hopewell recently passed an ordinance that residents keep inoperable vehicles inside of a closed structure, a garage or other building, unless the resident can prove the vehicle is being actively restored. Even then, the vehicle must still be blocked from view.

In Colonial Heights, residents are only required to shield the inoperable vehicle from public view, meaning that someone can simply cover their car with a sheet or tarp and comply with the city code. An inoperable vehicle covered by a loose blue tarp held down by cinderblocks falls far short of enhancing any neighborhood Hawkins said. City code defines an “inoperable motor vehicle” as any of the following: a vehicle not in an operating condition, any vehicle that has been partially or totally disassembled for more than 60 days and any vehicle that has expired license plates or inspection decals. There’s a big difference between junk vehicles sitting on blocks with the windows busted out versus the car that is fine. The City Council will discuss these policies in more detail during an upcoming council work session.”
